Machine flow

POST /api/agent/account → account_token; minting it accepts the AUP.
Carry Authorization: Bearer on every later call.
Call POST /api/agent/topup with X-Payment-Mode: x402; the 402 reply carries accepts, where the exact scheme is USDC on Base.
Sign EIP-3009 and retry with X-PAYMENT. A facilitator settles it without gas.
